In the same pot that you boiled the potatoes in, add the carrots and boil them for just a few minutes so they are no longer raw, but still crisp.
As soon as vegetables are cool enough to handle, peel and dice. If you would like to ensure that the potatoes hold their shape, chill in the refrigerator for a few hours before peeling and dicing.
In a large bowl, combine carrots, potatoes, beets, bell pepper and celery. Stir to combine.
Add mayonnaise, salt and pepper. Mix until thoroughly combined.
To serve, garnish with scallions.
